Material Certification Certificate

All Fire Safety Installations installed or constructed in any premises must have a Material Certification Certificate issued by the Malaysian Fire and Rescue Department. A total of 28 items are involved, namely:

5. Class 'O' Materials / Class 'O'

7. Drywall / Drywall Construction
8. Hollow Concrete Block

12. Exit Sign Light / EXIT Sign
13. Emergency Light
14. Smoke Detector

16. Manual Fire Alarm
17. Alarm Bell

Applicants who wish to obtain a New Material Certification Certificate must submit the following basic documents:

1. An official application letter from the company.
2. Application Form (BKK-PKK Form 1).
3. A copy of the distributor's appointment letter, if the applicant is not the manufacturer. A copy of the appointment letter, whether issued locally or overseas, must be certified through a Statutory Declaration Form (Am 80) before a local Commissioner for Oaths.
4. A copy of the latest test report. Any copy of a test report, whether issued locally or overseas, must be certified through a Statutory Declaration Form (Am 80) before a local Commissioner for Oaths.
5. A copy of the SIRIM Goods Control Certificate or a certificate issued by a foreign certification body for controlled products. The validity of the certificate must be verified. A copy of a foreign certificate must be certified through a Statutory Declaration Form (Am 80) before a local Commissioner for Oaths.
6. A company profile comprising the organisational chart, work flow, Companies Commission of Malaysia (SSM) documents and company information.
7. Brochures and supporting documents.
8. A mini sample of the material or system, complete with the company label and material name.

For applications involving a suppression system (halon alternative), applicants must submit the following additional documents:

1. Special Form (Halon Alternative).
2. A Toxicity Test Report. A copy of the report must be certified through a Statutory Declaration Form (Am 80) before a local Commissioner for Oaths.

When submitting an application for a new Material Certification Certificate or for the first time, the applicant must initiate the process of obtaining a SIRIM Goods Control Certificate for the subsequent renewal of the Material Certification Certificate. This is because the process of obtaining the SIRIM Goods Control Certificate must commence during the initial application process.

The list of Fire Safety Installations that require a SIRIM Goods Control Certificate is as follows:

1. EXIT Sign Light (EXIT Sign)
2. Emergency Light
3. Fire Resistance Door (Fire Door)
4. Fire Roller Shutter
5. Bricks – Clay, Cement Brick/Block
6. Class 'O' Materials – Ceiling, Insulation Material
7. Hollow Concrete Block
8. Fire Alarm Panel
9. Fire Extinguisher
10. Fire Resistant Cable
11. Fire Rated Lift Landing Door

Applicants who wish to obtain a New Material Certification Certificate shall submit the following basic requirements:

For suppression system (halon alternative) applications, applicants shall also submit the following additional documents:

1. Special Form (Halon Alternative).

This is because the process of obtaining the SIRIM Product Certification Certificate must commence during the initial application process.

11. Fire Rated Lift Landing Door

Applicants who wish to renew a Material Certification Certificate shall submit the following basic requirements:

1. An official application letter for renewal.
2. A copy of the previous (expired) Material Certification Certificate.
3. A copy of the latest Test Report issued by SIRIM or any recognised testing laboratory, where applicable. The validity period of the test report used for the Material Certification Certificate shall not exceed five (5) years.
4. A SIRIM Product Certification Certificate or a certificate issued by any recognised certification body, where applicable.
5. A complete list of projects undertaken throughout the validity period of the Material Certification Certificate.
6. Inspection facilities shall be made available for the re-evaluation of Fire Safety Installations, where required.
7. Failure to comply with all of the above requirements may result in the Malaysian Fire and Rescue Department reserving the right to revoke the Material Certification Certificate before its expiry date.

1. Products supplied and installed shall be from the original manufacturer as stated in the Material Certification Certificate.
2. The distributor shall be fully responsible for ensuring that the safety of occupants is not compromised in the event of an accidental discharge of the installed system. The following requirements shall be complied with:
   1. The installed system shall be equipped with a detection and early warning mechanism directly connected to the Main Control Panel.
   2. Additional safety features shall be provided, including a pre-discharge alarm, time delay, double-knock mechanism, and manual abort system.
   3. Warning signs for occupant safety shall be provided and installed at clearly visible locations.
   4. The system components, including cylinders, valves, nozzles, and fittings, shall be supplied by the original system manufacturer as specified in the test report and UL Listing.
3. All engineering designs, calculations, and engineering or schematic drawings shall be signed by a Professional Engineer appointed by the Distributor or Manufacturer and subsequently submitted to the Fire Prevention and Safety Division, Malaysian Fire and Rescue Department (JBPM), for verification.
4. Qualified contractors shall be appointed by the manufacturer after completing the relevant technical training for the system concerned.
5. All installation and maintenance works shall be continuously supervised by the Distributor or Supplier.
6. Installation certification shall be carried out by a Professional Engineer appointed by the Manufacturer or Distributor.

Note: Failure to comply with the above conditions may result in the suspension or revocation of the Material Certification Certificate.
