Issuance of JBPM Business License Support Letter

The Malaysian Fire and Rescue Department (JBPM) is one of the agencies involved in issuing Business Licence Support Letters. A JBPM Business Licence Support Letter is a supporting document required by licensing authorities before a business licence can be issued.

 

Applications for a JBPM Business Licence Support Letter may be submitted through the relevant licensing authorities or by presenting a referral letter from the licensing authority when applying at the JBPM Zone Office. The Business Licence Support Application Form may be downloaded and must be completed in full before submission.

 

Upon receiving the application, JBPM will conduct an inspection of the premises. The inspection is carried out to ensure that no unauthorised alterations have been made to the premises and that no fire hazards exist. A letter of support or a letter of non-support will be issued based on the inspection findings. The Business Licence Support Letter is issued only once and does not require renewal.

 

Based on current requirements, several categories of businesses are exempted from obtaining a JBPM Business Licence Support Letter, as shown in the table below:

  • Business lots operating within premises identified as Designated Premises with a valid Fire Certificate.
  • All categories of shops under the Fifth Schedule of the Uniform Building By-Laws (UBBL) 1984 operating on the ground floor with a total floor area not exceeding 750 square metres, such as retail shops, restaurants, car workshops, laundries, accessory shops, hair salons, stationery shops and school canteens.
  • All categories of offices operating from the ground floor up to the fourth (4th) floor (for premises not exceeding 12 metres in height from ground level to the highest occupied floor) with a total floor area not exceeding 1,000 square metres.
  • Single-storey restaurants or standalone shop premises with a total floor area not exceeding 750 square metres.
  • Other Categories:
    • Advertising Boards / Billboards / Signboards
    • Temporary Businesses / Small Stalls / Mobile Businesses
    • Temporary Offices (Cabins), such as used vehicle sales offices and nurseries.
  • The premises possess a valid Fire Certificate issued by JBPM (for business lots operating within designated premises).
  • The premises possess a valid Certificate of Fitness for Occupation (CFO) or Certificate of Completion and Compliance (CCC).
  • No alterations or modifications have been made to the premises beyond the approved original building plans.
  • For other categories, any installation or construction shall not obstruct or interfere with fire safety installations such as fire hydrants, fire appliance access routes and other firefighting facilities.
2 SUPPORT LETTER FOR RENEWAL OF CSA LICENCES (PETROL, DIESEL, LIQUEFIED PETROLEUM GAS AND CHEMICAL FERTILISERS) IS EXEMPTED PROVIDED THAT: INSPECTION AND LICENSING SUPPORT LETTER ARE REQUIRED IF:
 
  • No physical alterations have been made to the building.
  • No change in the building usage or location.
  • No change in the quantity of CSA storage.
  • A copy of the previous departmental support letter is provided.
  • There is a change in building ownership.
  • The licence holder has never obtained or is unable to produce the previous licensing support letter.
  • There are changes to the use, location, physical condition of the business premises or storage, or changes to the CSA storage quantity.
  • The premises have previously experienced a fire, explosion or disaster affecting safety.
  • The premises have received complaints from the public relating to fire safety or public safety.
3 FIRE SAFETY REQUIREMENTS FOR THE EDIBLE BIRD'S NEST INDUSTRY
  • Referral to JBPM is not required for the issuance of a Certificate of Fitness for Occupation (CFO), Certificate of Completion and Compliance (CCC), or licensing support.
  • JBPM's involvement is limited to assisting the Local Authority (PBT) in considering approval during OSC meetings.
