All applications for the certification of building plans and Mechanical & Electrical (M&E) plans must be submitted through the One Stop Centre (OSC) of the relevant Local Authority (PBT) where the project is being constructed. Consultants may refer to the Processing Category Table when submitting an application to the relevant OSC.
Consultants must submit a formal application letter and comply with the Technical Plan Submission Requirements Checklist for the building plans and M&E plans when submitting the plans. Subsequently, both plans will be forwarded by the OSC to the Malaysian Fire and Rescue Department (JBPM) in accordance with the Processing Category Table.
JBPM will provide its comments to the Local Authority within seven (7) days from the date of receipt and will subsequently issue a clearance letter.
APPLICATION FOR BUILDING INSPECTION FOR THE ISSUANCE OF A JBPM CLEARANCE LETTER FOR THE CERTIFICATE OF COMPLETION AND COMPLIANCE (CCC)
Applications for building inspections for the issuance of a JBPM Clearance Letter must be submitted through the One Stop Centre (OSC) of the relevant Local Authority (PBT) where the project is being constructed. The inspection application must comply with and include the Fire Safety Inspection Application Checklist Form together with all required supporting documents.
The inspection fee must be submitted together with the inspection application. Payment may be made by money order, bank draft or cheque payable to the Director General of the Malaysian Fire and Rescue Department.
The inspection application will be forwarded by the OSC to JBPM in accordance with the Processing Category Table to determine the inspection date. The inspection will be carried out within seven (7) days after the clearance letters from Tenaga Nasional Berhad (TNB) and the relevant Water Authority have been issued. The JBPM Clearance Letter will be issued to the applicant on the same day the inspection is carried out.
Note: Inspections for residential buildings not exceeding 18 metres in height are exempted.
