Time-Based Promotion Based on Excellence for the Second Time (TBK 2) means promotion for promotion grades starting from Grade KB22.

The PSD has relaxed the implementation conditions for TBK2 for fire officers where the implementation of TBK2 is based on three (3) categories, namely:

Category 1: officers have completed 13 years of service at grade KB22 (officers promoted to Grade KB22 in 2006 and earlier).

Officers will be promoted to grade KB24 (KUP) starting 1.1.2018 and will then be promoted to grade KB26 (TBK2) one day after being promoted to grade KB24, which is 2.1.2018 

Category 2: Officers in grade KB22 for 12 years (officers who were promoted to grade KB22 in 2007)

Officers will be promoted to grade KB24 (KUP) starting 1.1.2018 and subsequently promoted to grade KB26 (TBK2) after completing 13 years of service from the date of promotion to grade KB22.

Category 3: Officers in grade KB22 for 12 years (officers who were promoted to grade KB22 in 2008 to 2012)

Officers will be promoted to KB24 (KUP) starting 1.1.2018 and will subsequently be promoted to grade KB26 after completing 7 years in grade KB24

The JBPM Human Resources Management Branch has given an implementation briefing to all states and academies to identify candidates who are eligible for the TBK2 promotion process. Advertisements for TBK2 categories 1 and 2 will then be issued while those for Category 3 will be implemented after the candidates for Categories 1 and 2 are complete.

The date of Time-Based Excellence (TBK) promotion for officers who have previously rejected TBK promotion is set on the day after six (6) months from the original TBK promotion date OR on the date the officer makes an application for reconsideration, whichever is later.

Tarikh kenaikan pangkat bagi pegawai yang tidak diluluskan TBK kerana markah penilaian kecemerlangan beliau kurang memuaskan adalah pada sehari selepas genap enam (6) bulan pegawai memenuhi tempoh berkhidmat 13 tahun.

Tarikh kenaikan pangkat bagi pegawai yang gagal dalam rayuan kerana markah penilaian kecemerlangan beliau kurang memuaskan adalah mulai sehari selepas genap enam (6) bulan pegawai memenuhi tempoh berkhidmat 13 tahun.

TBBK can be defined as Time-Based Excellence. TBBK is given to provide promotion opportunities to officers who achieve a level of performance excellence without being tied to actual job vacancies.

The source of authority for the implementation of this TBBK is by referring to Service Circular No. 10 of 2017 – Time-Based Promotion Based on Excellence for Implementing Group Officers.

The period of service required to qualify for TBBK is 13 years of service.

The period of service that can be taken into account for calculating the 13-year period of service is from the date of promotion to the first layer of the promotion grade or the date of appointment to the appointment grade equivalent to the first layer of the promotion grade in the current service scheme. 

The service period that is taken into account SPECIFICALLY is:

1. The officer's period of service in the grade of the position before the option of changing appointments upon Government decision to the same service scheme or another service scheme at the same/equivalent grade (in the same entry qualification group);
2. The officer's period of service in the grade of the position before being transferred upon application by the officer to the same service scheme and grade under a different Appointing Authority (PA);
3. The period of service of officers in temporary exchange/secondment positions before being permanently transferred to the borrowing agency at the same/equivalent grade; and iv. The period of service of officers who leave or resign and are reappointed to the same service scheme and grade equivalent to the first layer of the promotion grade.

1. Probationary period with fine (for officers appointed directly to the appointment grade equivalent to the promotion grade;
2. The number of days officers are absent from duty (THB) without leave, without permission or without reasonable cause;
3. Period of loss of seniority in the current grade as a result of being subject to disciplinary punishment in that grade; and
4. All types of unpaid leave and all types of half-paid leave except for Unpaid Study Leave (CBTG) and Half-Salary Study Leave (CBSP).

Seniority can be defined as the ranking of officers based on the date of appointment for officers in the appointment grade or the date of last promotion for officers in the promotion grade in the same service scheme.

An officer may be considered to have lost seniority based on the following factors:

1. Extension of probation period with fine;
2. Half-Pay Leave and Unpaid Leave except study leave approved by the relevant authorities; and/or
3. Officers who have been appointed to positions in previous service schemes.

Promotion can be defined as a substantive increase from one grade to a higher grade in the same service and service scheme with the approval of the Promotion Board.

A factual error in service information means an error in information regarding the service of an officer where in reality the officer does not or has not yet fulfilled the conditions currently in force for him to be eligible for consideration for promotion when the Promotion Board considers the officer's promotion.

Acting can be defined as the performance of duties by an officer on a full-time basis, in another position that is higher in grade than the officer's actual grade in the same service scheme and service with the approval of the Promotion Board.

Officers who have been subject to disciplinary punishment are not eligible to be considered for acting promotion to a higher grade and the period of ineligibility for consideration for acting is based on Service Circular Number 3 of 2009, Promotion Policy for Officers Who Are Under Investigation and Have Been Subjected to Disciplinary Punishment as follows:
